Description
Job Objective:To lead and manage all post-contract budget and cost control functions across complex projects by ensuring effective cost monitoring, financial risk management, and contractual compliance. The objective is to optimize project financial performance, provide strategic guidance to stakeholders, and support informed decision-making through accurate forecasting, reporting, and commercial insight - all in alignment with corporate objectives and industry best practices. This role provides direction to senior and junior cost control staff, driving standardization, compliance with processes, and continuous improvement across the project control's function.
Key Responsibilities:
- Lead and oversee all post-contract cost control and budget management activities across assigned projects.
- Lead and manage the overall budgeting and cost control strategy across all active projects, ensuring alignment with corporate financial targets and KPIs.
- Review and validate cash flow forecasts, updated cost-to-complete estimates, and revised budgets during project execution.
- Collaborate with different stakeholders within the organization to validate cost estimates, assess changes, and ensure proper financial controls over commitments.
- Monitor and report project cost performance, including planned vs. actual expenditures, earned value analysis, and forecast trends.
- Review and approve interim payment applications, final payment certificates, and ensure alignment with contractual terms.
- Review and provide strategic input on variation orders, change proposals, and additional cost/time claims.
- Review and assess contractual entitlements related to extension of time (EOT), prolongation costs, and disruption claims.
- Lead the assessment and negotiation of post-contract commercial issues and disputes with contractors, consultants, and vendors.
- Track and ensure timely payments to contractors, consultants, subcontractors, and suppliers, and resolve related financial issues.
- Direct the preparation of comprehensive project cost reports, budget monitoring dashboards, and payment status summaries for senior management.
- Ensure accurate documentation and maintenance of cost records, correspondence, and supporting documentation for audit review.
- Advise executive management on high-level commercial risks, budget overruns, financial exposure, and recommend mitigation strategies.
- Ensure compliance with company policies, procedures, and standards and financial governance.
- Represent the cost control function in progress review meetings and stakeholder engagements.
- Lead internal reviews and support internal and external audits related to cost and budget performance.
- Perform additional duties and special assignments as directed by the Head of
- Department or Executive Management.
- Ensure effective cost tracking, forecasting, and financial reporting practices are implemented and maintained throughout the project lifecycle.
- Identify financial risks and opportunities at a portfolio level, recommending mitigation strategies and corrective actions.
- Provide strategic guidance and oversight to Cost Control team and project teams in the development, monitoring, and control of project budgets.
- Supervise and mentor the project cost control team, ensuring development and implementation of best practices and continuous improvement.
- Collaborate with the PB&CCM and assist in reviewing Engineer's estimates, cash flow estimates, and revised estimates during project execution.
- Contribute to the development and implementation of cost control procedures and systems.
- Support in the preparation and maintenance of records and spreadsheets as instructed.
- Communicate any project or business-related issues or risks to the management as directed.
- Ensure compliance with the company's policies, rules, and procedures related to Health, Safety, and Environmental Management.
Job Requirements:
- Bachelor's Degree in Civil Engineering or Quantity Surveying or related discipline.
- Minimum 15+ years of experience in Cost Management with at least 5+ years of experience in the Managerial capacity working with Property Developer or Civil Engineering Consultants
