Purpose of Position:
Under the Direct supervision of the Assistant Superintendent of Financial Services, the purpose of this position is to manage the preparation, monitoring, and evaluation of the district budget; assist the Assistant Superintendent of Financial Services with budget activities of the district; and monitor the fiscal activities of the district including support of the financial systems.

Supervisory Responsibilities:
Supervisory duties include coaching, performance evaluation, provision of feedback, and ensuring accountability and alignment with District priorities and strategic goals.
The position is responsible for the supervision of two direct reports:
Analyst – Budget & Staffing; and
Budget and Accounting Clerk
Essential Duties and Responsibilities:
Budget and Accounting 60%
Budget Preparation, Development and Monitoring
Develop budget calendar in conjunction with Assistant Superintendent of Financial Services and district priorities
Calculate state revenue limits and equalization aid impacts
Analyze and review budget questions and respond to law changes
Align district budget to district/board strategic priorities and core values
Format and calculate school budget allotments
Develop and monitor budget standards and implementation expectation
Support and monitor various areas of district budget, including working with schools and departments to ensure two-way communication on ongoing budget implementation and spending concern
Prepare and facilitate budget transfer
Collaborate with MMSD Grants Coordinator and PBPA donation accountant on donation processes and accounting requirements
Budget Analysis, Evaluation, and Reporting
Develop and create scenarios to monitor district budget including custom reporting as needed
Identify trend analysis in budgets
Provide financial data and summarize the data as requested
Recommend and implement strategies for continuous improvement on the overall budget development and implementation monitoring and analysis of the budget district wide
Oversee state law required Fall Budget Report
Collaborate with MMSD Comptroller on Department of Public Instruction School Based Financial reporting
Prepare Board of Education reports
Budget area responsibility assistance and support
Maintain and Manage the District's Chart of Accounts (COA)
Update COA as necessary in accordance with the Wisconsin Uniform Financial Accounting Requirements (WUFAR) coding structure updates
Oversee state reporting and related software interface design
Staffing and Allocation 25%
Position Control and Staffing Allocation Maintenance
Review budgeted staff allocations
Develop and create scenarios upon request
Complete staff allocation preparation and analysis
Support staffing workbook design and implementation with schools and departments
Provide supervision for the accuracy of the daily allocation tracking process districtwide
Forecasting and Planning
Analyze enrollment projections for staffing needs
Forecast development and analysis of expenditures and revenue projections
Assist and support staff through budget management and staffing allocation
Serve as Budget Liaison for departments
Coordinate the assignment of school budget liaisons with the MMSD Comptroller
Fiscal Activities 10%
Work in conjunction with the Assistant Superintendent of Financial Services on all aspects of fiscal activities of the District. These are not to be construed as exclusive or all-inclusive.
Coordinate and supervise the Budget staff in Planning, Budget, Purchasing and Accounting
Coordinate and collaborate on support of the MMSD financial enterprise system
Other Duties as Assigned 5%
Perform other duties may be required and assigned by executive leadership or their representatives or designees
Attend district and school functions that support MMSD’s strategic framework, initiatives, and core values
Complete any and all district required training
Build collaborative relationships with business partners

Requirements
Required Qualifications:
A Master’s degree from an accredited college or university with a major concentration in finance, accounting, computers, and related fields; or its equivalent in training and experience.
Professional administrative experience in an educational or public administrative setting.
2-5 years in progressively more responsible positions in a large organization.
Experience working with Generally Accepted Accounting Principles; GASB requirements, and Wisconsin Uniform Financial Accounting Requirements.
License or Certification Requirements:
DPI 5008 - School Business Administrator license preferred, but not required.

Physical Requirements:
Ability to work under generally safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury. This position requires the ability to lift up to 25 pounds occasionally and may involve walking, sitting, stooping or reaching. Manual dexterity is necessary for completing general tasks while operating office equipment. This position may require being stationary for extended periods of time.
Ability to perform work in a variety of indoor and outdoor environments throughout the year, including in inclement weather, spaces without air conditioning, and areas where temperatures may be uncomfortable or fluctuate rapidly.
Working Conditions:
Work may require travel to different locations within the district and to off-site meetings.
Position may require working evenings, nights, and some weekends.
Certain positions within the District may allow hybrid work flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process
School-based positions are required to be in-person unless otherwise directed by the building principal.
