DescriptionSalary is competitive and commensurate with qualifications and experience, while also considering internal equity.
Employees at this level of the series provide oversight in the development and/or execution of a budget(s). They work under the direction of a designated supervisor(s).
Examples of Duties
A. Financial Analysis
Prepares reports, analysis, and forecasts for university funds for the Associate Vice Chancellor for Administration and Finance and Vice Chancellor for Administration and Finance as required.
Prepares analysis for financial impact of union contracts during negotiations.
Any ad hoc analysis as requested by the VCAF.
B. Monitors the Vice Chancellor for Administration and Finance budget purposes and Chancellor's office budget purposes.
Monitors and tracks monthly revenues and expenses for the budget purposes under the Vice Chancellor for Administration and Finance and Chancellor's Office.
Provides fiscal oversight and administrative support for units within Administration and Finance on budgetary matters.
Calculates and prepares the payment of O&M for use of the Student Services Building by the Auxiliary units.
C. Monitors/Analyzes/Projects Enrollment
Assists with the preparation and maintenance of a financial model to project enrollment revenue based on increases and decreases in enrollment for preparation of budgets and multi-year financial plans.
Reconciles enrollment data provided by Institutional Research to the ledger and to forecasting models.
Work with Enrollment Management to obtain enrollment forecasts.
D. Creates/Prepares Reports for Various SIUC Offices and External Agencies
Develops dash boards and interactive reports on Power BI to provide the university both summary and detail reports to enable monitoring of the financial position of all fund groups.
Monitors, tracks, and reports the balances for the license plate scholarships for the entire SIU system. Conducts, as requested, ad hoc analyses for the SIU administration and various external agencies.
E. Internal Billings
Assists with the creation of Internal Billings for the Chancellor, Vice Chancellors, President, University Wide and School of Medicine for the payment of Group Health Insurance.
Provides data used in the creation of the payment of the Group Health Insurance to Central Management Services.
Provides data used in the creation of Internal Billings for the Chancellor and Vice Chancellors for the payment of the Campus Basic Technology Fee.
F. Budget Planning, Development and Requests
Under direction of the VCAF, AVCAF, and University Budget Officer, this position is responsible for assisting with the coordination, preparation, and implementation of the University budget for the Carbondale campus.
Prepares and coordinates all or part of budget analyses such as the collection of historical information; planning forecasts related to external forces (e.g., economic indicators, political trends, technological advances); internal events such as resource reallocations, budget base reductions, shortfalls, deficits, management reviews, and assistance to operating units.
Works with University Budget Officer to prepare and coordinate all or part of the preparation and revision of the IBHE RAMP document, House and Senate Appropriations Committee requests (ISL's), and other special and ad hoc requests for information from external agencies.
Assists in the preparation of the formal annual operating budget documents for the Chancellor and President's presentation to the Board of Trustees for ratification.
Assists in the preparation of board matters relating to increases in tuition and fee, room and board and other financial items that are included in the board meetings related to budget approvals.
Provides advice and assistance in matters of internal budget policies and guidelines to the University management community.
Develops and maintains computer-based systems for the decentralized preparation of the annual budget for all fund groups. Processes, summarizes, and designs intricate reporting formats to accurately communicate data.
Maintains the position control budget module to keep changes across the university current and the position budget accurate. Works with human resources to develop a system for achieving accurate position budget updates.
G. Systems Analysis, Design and Implementation
Conceives, develops, and makes recommendations for new and revised methods, procedures, and techniques to meet the overall goals and problems of the Vice Chancellor for Administration and Finance in the proper use of information technology.
Utilizing technology for financial reporting and campus budgeting as noted in section E and G of this job description.
Develops procedures and systems for automating various office functions and reports.
Designs and completes major research projects that are used in budgetary planning and decision making.
Designs and updates the webpages for the Budget Office, Campus Business Procedures, and the Vice Chancellor for Administration and Finance.
Assists other departments reporting to the Vice Chancellor for Administration and Finance with website maintenance.
H. Assist Other University Sta with Data Retrieval
As time permits, assists faculty and staff in other operating units with access to institutional data for the purpose of longitudinal database development, ad hoc report generation, and generalized and administrative research.
Qualifications
- Bachelor's Degree in accounting, business administration, finance, statistics, or a closely related field.
- Three (3) years (36 months) of budget or financial management related work experience.
NOTE: A Master's degree in the areas listed may be substituted for one (1) year (12 months) of professional work experience.

Illinois Residency Requirement: Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position.

About Civil Service Examination/Testing: The Civil Service examination for this classification is based on your application materials and responses to the supplemental questions. No participation other than submission of application materials is required from applicants that qualify to take the exam. If you meet the minimum required qualifications for this position, your application will move forward for examination/testing in which you will receive a score calculated based on your education and experience, and your name will be placed on the active employment register by exam score.
